Bill 49, (the Workers Compensation Amendment Act, 2002), amended the Workers Compensation Act ("Act") and changed many aspects of benefit entitlement for injured workers. Bill 49 did not include any changes to the vocational rehabilitation provisions of the Act; however, changes to the permanent disability scheme necessitated a review of the Board's vocational rehabilitation policies.

The Policy and Regulation Development Bureau developed a discussion paper introducing a proposed vocational rehabilitation service model for the consideration of stakeholders.
