In two decisions, the Workers' Compensation Appeal Tribunal identified a need to clarify the way in which the fishing industry was assessed. At issue were the regulation and/or policy changes that would be required in order to clarify:

• 1. the proper identification of firms that must pay assessment premiums in the fishing industry, and
• 2. the manner in which such firms' assessment premium amounts may be calculated.
