WorkSafeBC policy in the Rehabilitation Services and Claims Manual, Volume II provided guidance on determining short-term average earnings for workers.

At issue was whether or not insurance proceeds should be considered earnings when determining a worker’s short-term average earnings, if the worker sustained a work-related injury while participating in a non-WorkSafeBC Return to Work program.
