To ensure that an appropriate rate of interest was provided on retroactive awards, the Board conducted a review of its policy and considered alternative rates or formulas. At time of consultation, the Board calculated interest at a rate equal to the average return of the Board's total investment portfolio. Both the Royal Commission and the Administration expressed concern that this method may no longer be suitable.
