The WCB did not collect assessments on either out-of-province sales or direct sales to the public. Because most fishers who engaged in these activities were entitled to full compensation coverage, this contributed to a WCB funding shortfall in the fishing industry. The WCB sought feedback from stakeholders on proposed solutions for addressing this problem.
