Benzene Exposure Limits

In their attempt to revise the BC exposure limit for benzene, the Policy, Regulation and Research Department (PRRD) is requesting feedback from the community on the proposed B.C. Exposure Limit (EL) for benzene. The existing BC EL for benzene is 0.50 ppm as an 8-hour time-weighted average (TWA), with a 15-minute short-term exposure limit (STEL) of 2.5 ppm. With the intention to increase protection for workers while reflecting health evidence in the peer-reviewed literature, validated sampling methods, and implementation considerations, PRRD, through WorkSafeBC’s Exposure Limit Review Committee (ELRC), proposed lowering the existing BC EL for benzene by adopting an 8 hour TWA of 0.20 ppm and withdrawing the existing 15-minute STEL. The 8-hour TWA of 0.20 ppm is in line with the European Union’s binding occupational exposure limit value on benzene1. During public consultations on the proposed BC EL on benzene, the ELRC received feedback, mainly from oil and gas industry representatives, to set the 8-hour TWA to 0.25 ppm instead of 0.20 ppm. In proposing the 8-hour TWA of 0.25 ppm, the respondents referenced the exposure limit based on the published study by Schnatter et al2. On the other hand, the current European Union binding exposure limit value of 8 hour TWA 0.20 ppm, was based on the review conducted by the Health Council of the Netherlands3. Given the discrepancy in the two proposed 8-hour TWA on benzene, the Evidence-Based Practice Group, as a member of the WorkSafeBC ELRC, was tasked with appraising the Schnatter et al2 paper and the Health Council of the Netherlands’ Dutch Expert Committee on Occupational Safety (DECOS)3 paper.
