RESOLUTION OF THE PANEL OF ADMINISTRATORS
Re: Consolidation of IH&S Policies in the Prevention Manual
WHEREAS:
Pursuant to Section 82 of the Workers Compensation Act ("Act"), RSBC 1996, Chapter 492 and amendments thereto, the Panel of Administrators ("Panel") must approve and superintend the policies and direction of the Workers’ Compensation Board ("Board"), including policies respecting compensation, assessment, rehabilitation and occupational safety and health, and must review and approve the operating policies of the Board;
AND WHEREAS:
In response to direction from the Panel, the Policy and Regulation Development Bureau has initiated an "editorial" consolidation project to review all prevention policies not found in the Prevention Manual, and bring forward recommendations to the Panel for consolidation in the Prevention Manual and/or repealing or retiring as appropriate;
AND WHEREAS:
The POLICY states that an appropriate barrier cream is a suitable alternative to latex or other waterproof gloves in providing protection to first aid attendants exposed to blood or body fluids;
AND WHEREAS:
The Bureau has presented recommendations to the Panel with respect to consolidating certain IH&S policies from the Prevention Division Policy and Procedure Manual into the Prevention Manual and for retiring certain policies from the Policy and Procedure Manual;
THE PANEL OF ADMINISTRATORS RESOLVES THAT:
- The statements under the heading POLICY in each Item attached as Appendix "A" are approved and the Items will be consolidated into the Prevention Manual.
- The policies listed in Appendix "B" ("listed policies") are "retired" from the Prevention Division Policy and Procedure Manual as of the effective date of this resolution ("retirement date"). As of the retirement date, the listed policies are no longer "policy" or "published policy of the governors" under Bylaw No. 4 (10 WCR 781). However, the status of the listed policies as "policy" or "published policy" prior to the retirement date remains unaffected by this resolution. The listed policies remain applicable in decision-making on historical issues to the extent they were applicable prior to the retirement date.
- This resolution constitutes a policy decision of the Panel of Administrators.
- This resolution is effective April 1, 2001.
