The following is a summary of the policy decisions finalized by the WCB Panel of Administrators on September 5, 2000. For information about the function and mandate of the Panel, please see Governing Structure.
The Panel of Administrators has approved the consolidation of the Occupational First Aid policies from the Prevention Division Policy and Procedure Manual into the new Prevention Manual. The affected policies are Policies No. 80.2.1 80.70, except Policies No. 80.20, 80.27, 80.39, 80.65 and 80.70 which are still being worked on by the Policy and Regulation Development Bureau.
The consolidated policies appear in the new Manual format. They continue the substantive requirements of the Policy and Procedure Manual policies, as those requirements existed prior to their effective date, with any wording changes necessary to reflect legislative and regulatory changes since the Policy and Procedure Manual policies were issued.
The effective date for the consolidated policies is October 1, 2000. On that date the consolidated policies become "published policy" and Policies No. 80.2.1 80.70 (except Policies No. 80.20, 80.27, 80.39, 80.65 and 80.70) cease to be "published policy".
The consolidation of the Occupational First Aid policies is part of a larger project that will eventually result in all prevention policies being consolidated into the new Prevention Manual or repealed or retired as appropriate.

The Panel of Administrators has approved a methodology and business rules by which to distribute subclass account surpluses. To calculate the monetary balance of any subclass in a surplus position and to calculate each employer’s share in the surplus balance, the Board will use payroll, assessments paid and costs paid out data for the period January 1, 1995 to December 31, 1999. The Board will use the data available from its employer accounts on October 31, 2000.
