The following is a summary of the policy decisions finalized by the WCB Panel of Administrators on November 14, 2000. For information about the function and mandate of the Panel, please see Governing Structure.
The Panel of Administrators has approved the consolidation of the Agricultural Operations policies from the Prevention Division Policy and Procedure Manual into the new Prevention Manual. The affected policies are Policies No. 70.0.0 70.156, except Policies No. 70.0.2.04, 70.0.4.02 and 70.0.6.02 which are still being worked on by the Policy and Regulation Development Bureau.
The effective date for the consolidated policies is December 1, 2000. On that date the consolidated policies become "published policy" and Policies No. 70.0.0 70.156 (except Policies No. 70.0.2.04, 70.0.4.02 and 70.0.6.02) cease to be "published policy".
The consolidated policies appear in the new Manual format. They continue the substantive requirements of the Policy and Procedure Manual policies, as those requirements existed prior to December 1, 2000, with any wording changes necessary to reflect legislative and regulatory changes since the Policy and Procedure Manual policies were issued.
The consolidation of the Agricultural Operations policies is part of a larger project that will eventually result in all prevention policies being consolidated into the new Prevention Manual or repealed or retired as appropriate.

The Panel of Administrators has approved the consolidation of the policies on Protection from Violence in the Workplace from the Prevention Division Policy and Procedure Manual into the new Prevention Manual. The affected policies are Policies No. 8.88 8.96.
The effective date for the consolidated policies is December 1, 2000. On that date the consolidated policies become "published policy" and Policies No. 8.88 8.96 cease to be "published policy".
The consolidated policies appear in the new Manual format. They continue the substantive requirements of the Policy and Procedure Manual policies, as those requirements existed prior to December 1, 2000, with any wording changes necessary to reflect legislative and regulatory changes since the Policy and Procedure Manual policies were issued.
The Panel has also approved the retirement of Policy No. 8.100 relating to the Fall Protection Regulations effective December 1, 2000. The first paragraph of Policy No. 8.100 was considered to be out of date. The second paragraph has been superseded by Item No. D2-111-1 (Assignment of Authority) in the Prevention Manual.
The consolidation of the Protection from Violence policies and the retirement of the Fall Protection policy are part of a larger project that will eventually result in all prevention policies being consolidated into the new Prevention Manual or repealed or retired as appropriate.

The Panel of Administrators has approved the retirement of various policies relating to the former Industrial Health and Safety Regulations from the Prevention Division Policy and Procedure Manual. These policies have generally been superseded by the Workers Compensation (Occupational Health and Safety) Amendment Act, 1998, the Occupational Health and Safety Regulation or the policies in the new Prevention Manual. The affected policies are listed in the Panel resolution.
The effective date for the retirement is December 1, 2000. On that date the retired policies cease to be "published policy". However, they continue to remain applicable in decision-making on historical issues to the extent they were applicable prior to December 1, 2000.
The retirement of these policies is part of a larger project that will eventually result in all prevention policies being consolidated into the new Prevention Manual or repealed or retired as appropriate.
