Housekeeping Changes to Policy Documents

RESOLUTION OF THE PANEL OF ADMINISTRATORS

December 18, 1998

Re: Housekeeping Changes to Policy Documents



WHEREAS:

The Governors' Decision No. 86, dated November 16, 1994, defines the "published policies of the governors", including the Rehabilitation Services and Claims Manual, the Prevention Division Policy and Procedure Manual, the Assessment Policy Manual and the Classification and Rate List;

AND WHEREAS:

On February 3 and October 26, 1992, the Governors authorized the President and the Chief Executive Officer to approve routine consumer price index (CPI) adjustments and the annual adjustment of the maximum wage, and on December 11, 1996, the Panel of Administrators authorized the President and Chief Executive Officer to approve amendments to the policy manuals to implement these adjustments;

AND WHEREAS:

On May 13, 1997 the Panel of Administrators approved granting authority to the Director General, Policy and Regulation Development Bureau to make "housekeeping" amendments to the Board's policy documents;

AND WHEREAS:

The Panel of Administrators wishes to promote a more effective use of its time by further delegating authority to approve changes to policy documents;

THE PANEL OF ADMINISTRATORS RESOLVES THAT:

    1. The Director General, Policy and Regulation Development Bureau, be authorized to make changes of the type listed below to the Board's published policy documents:

  1. Changes of any type to the non-policy parts of the policy documents, for example, title pages, pages explaining how the policies are organized, indexes and table of contents;

  2. Grammatical or style changes that do not affect meaning;

  3. Changes to titles of Board staff, sections, departments or divisions where the change only affects internal operations and does not impact worker or employer rights or responsibilities;

  4. Changes in titles of persons or things, or of wording from sources outside the control of the Board where there is no change in the substance of the applicable law or policy;

  5. Consequential changes that are clearly contemplated by decisions of the Panel of Administrators; and

  6. Changes that record decisions already made by the Panel of Administrators or other authorized person, or are the automatic result of a formula in the Act or policy.

    1. The Director General provide the Policy Development Consultative Committee with a copy of any changes made under this authority in advance of the changes being made.

    2. The Director General include any exercise of this authority and any objections raised by the Policy Development Consultative Committee in the regular report of the Bureau to the Panel.
